The National Land Planning and Utilization Act (National Land Planning Act) is a core real estate public law that serves as the foundation for establishing spatial plans by the state and local governments and managing development activities. Understanding the National Land Planning Act is essential for efficient spatial management of cities, securing infrastructure, and reviewing the legal validity of regional development projects, and it requires organic interpretation with other public laws (Building Act, Urban Improvement Act, Housing Act, etc.).

Therefore, it is necessary to understand the law, including the system and core procedures of the National Land Planning Act, designation of land use zones, districts, and areas, establishment of district unit plans, development activity permit standards, and obligations for infrastructure installation. In particular, the ability to apply these in practice through related precedents and administrative interpretations is needed, along with recent issues related to maintenance projects and urban planning facilities.
