[Update] Updated Kubernetes version of reinforcement to v1.30.0

Last Thursday, Kubernetes v1.30 was released.

If you need to test with the latest version, please use this lab to help you learn.
Please note that Docker has been changed to completely remove it from the runtime and prevent installation itself.
