저도 동일한 에러가 발생하여서 Truffle을 최신버전으로(5버전) 업데이트하고 사용했습니다.
물론 강의에서 알려주신 버전과 다를 수 있지만 과거버전으로 진행 시 오류가 계속 발생하네요.

truffle(develop)> migrate 입력 시 오류가 납니다...

&nbsp;Powershell을 관리자 권한으로 실행한 후&nbsp; "Set-ExecutionPolicy Unrestricted"를 입력하니 문제가 해결되었습니다. 해당 명령어의 의미는 Powershell을 실행하는 정책에 대해서 Unrestricted = 서명되지 않은 스크립트를 실행할 수 있음" 조건을 주는 것입니다.
