<p>urls.py에서 accounts를 include하실때 accounts.urls부분이 빠졌습니다. 그래서 include 할 대상이 없어서 오류가 발생한 것이네요.</p>
<p>path("accounts/", include("accounts.urls")),</p>
<p>위와 같이 쓰셔야 합니다.</p>
