@NotEmpty 는 Spring Boot 2.3.0 이후 버젼부터는 직접 따로 dependency 등록해줘야했네요.

spring-boot-starter-validation 을 따로 gradle dependency 로 추가해주먼 됩니다. ㅎㅎ
