There are free tutorials available. Please refer toswift.org , the official website provided by Apple.

Q. Do I absolutely need a MacBook?

If you use Xcode, you'll definitely need a MacBook, but there are ways to do it on an iPad, too.

Q. Do I need an iPhone?

No iPhone required.
