Notice on changes to MMDetection installation due to Colab environment Python version upgrade

hello,

A few days ago, the Python version of the Colab environment changed from 3.10 to 3.11, and an issue occurred where MMDetection could not be installed during the existing hands-on lecture.

Here, the method to install the new MMDetection is included in the video <Notice> Notice of change to mmdetection practice environment and learning config in Section 5 - Understanding MMDetection and Faster RCNN Application Practice - 01. Please refer to the video to install it.
